Please don't do that. Aside from being arguably inappropriate (along
with a bunch of other cases in which pseudo-package bugs are closed in
package uploads), it's also wrong...
The base goal of any transition is for a package (or more commonly set
of packages) to migrate to testing. Having the new package accepted in
to unstable is a key step on the path to that goal, but it doesn't
resolve anything in and of itself.
