According to http://release.debian.org/transitions/html/mumps.html coinor-ipopt is not built on any of the architectures. However, according to the build logs https://buildd.debian.org/status/package.php?p=coinor-ipopt , coinor-ipopt 3.10.2-1 is built on all architectures except s390x.
