Freeze exception: transgui_4.0.3-2

Dear release team. I would like to request a freeze exception for
transgui_4.0.3-2 (allready in unstable). It contains no code change from
the previous revision, but fixes a minor bug preventing transgui from
beeing chosen as default .torrent handler in Gnome. The bug was reported
for Ubuntu on Launchpad, but the bug also applies to Debian. The new
revision also sets DM-Upload-Allowed to yes.
