fwiw, I know what triggered the change, although the behaviour is still odd. I cleaned up t-p-u a few days ago and removed all the packages that had already migrated to testing. This included lxc, as britney had already allowed it to migrate - there were no ia64 or kfreebsd-* packages in testing beforehand, so the lack of them wasn't a regression.
