Please unblock package cia-clients

The service this package interacts with ("CIA") has recently stopped
working using its old hostname ("cia.navi.cx"). The latest version of
this package in unstable updates the last of the included plugins (bzr-cia)
to use the correct, current hostname ("cia.vc"). This is bug #686569.
