Please unblock package hddtemp

This version fixes #680877 that interrupts installation of Xfce
systems from scratch with an unnecessary debconf question.

Even though this is not a release critical bug per se, the fix is very
simple and the impact of the bug is quite wide (for instance, as the
said debconf question is less translated than D-I, it brings
untranslated material in the middle of fully localized installs).

It also includes an undocumented change to debian/rules to use dpkg-buildflags. :-(
