I don't believe the failed builds were ever intended to have happened, fwiw. The fact that there was a failed attempt a year ago suggests that pgplot5 became available for installation on the buildds, which implies a temporary problem on the buildd side (pgplot5 is non-free so will not get installed in a chroot, even for building a non-free or contrib package).
