If there was a smaller delta between these two versions, such as "only change since removal is license fix", and a bit less delay between the removal and the unblock request, then I'd be happy to express my support for this unblock request, but here it really looks like adding a new package to testing. The request at hand is waaay outside of the exceptions described by Rule #8. So, personally, I don't think it's a good idea to unblock this package at this time of the Wheezy release cycle. I'm sorry, and I hope this package is not too much of a pain to maintain in stable backports.
