Please unblock package cdo

This version includes GRIB2 parameter name support, added during freeze by 
upstream.
Without it, 'cdo' becomes much less useful as everybody in meteorology is moving
to GRIB2 format.

I'm afraid not.  'freeze' means it's too late for new features.
