Please unblock package ruby-fftw3/0.4-4.

The change from 0.4-3 (in wheezy) to 0.4-4 (in sid) are:
  - Build Against newer gem2deb (>= 0.3.0~) for rubygems-integration
  - Bump standard version 3.9.3
  - Fix debian/watch for upstream URL changes
