Probably because debian/rules executes tests/runtest.py and that python leaves those files behind by default. And there's no clean rule to drop them so the next rebuild will integrate them by default since this is a native package. But the .pyc files are not installed and are thus harmless. I can certainly offer to update the source package to get rid of those files but I'm not sure it buys us much at this point.
