Please unblock package puppet

This release adds a patch from upstream to fix CVE-2013-1640, CVE-2013-1652,
CVE-2013-1653, CVE-2013-1654, CVE-2013-1655 and CVE-2013-2275

The attached debdiff is rather large, but the vast majority of changes are in
the acceptance and unit tests.  The changes in lib/puppet and conf/auth.conf
are small by comparison.
