Please unblock package meta-kde

The default install of KDE Plasma Workspace ended up with two
applications notifying the user about available updates,
update-notifier-kde and apper. The latter can also actually help with
applying the updates so it is generally preferred. So let's remove
update-notifier-kde from the default install. 

unblock meta-kde/5:77+deb7u1
