No, it isn't. In some setups (those using no chipcard) AqBanking works
without chipcard plugins installed. For this reason the dependencies
are (intentionally) weaker:
Package: libaqbanking34
Suggests: aqbanking-tools
Package: aqbanking-tools
Depends: libaqhbci20 (via ${shlibs:Depends})
Package: libaqhbci20
Suggests: libchipcard-libgwenhywfar60-plugins
So, this is really an issue here, and the transitional package should
really help in this case.
