This problem would be noticed before upload if the maintainer used a
clean chroot to (try to) build the package, and I get the impression
that this is recommended, but the Developers' Reference and New
Maintainers' Guide don't actually say so.
(http://www.debian.org/doc/manuals/maint-guide/build.en.html#pbuilder is
the closest they come.) Should they be changed as well?
