The spatialite program in the spatialite-bin package is currently unusable as reported in #743999. It refuses to run if the version of sqlite3 it was compiled with doesn't equal the installed sqlite3 version. spatialite-tools was built with sqlite 3.8.3 but 3.8.4 is current. nmu spatialite-tools_4.1.1-3 .
