Dear Release Team,

The latest release of sip4 package (available in experimental) has a new major
API version (11.0 compared to 10.1), so all packages that depend on sip-api-* or
sip-py3api-* should be rebuilt to pick up new dependency names.

Here is a list of source packages that should be binNMUed (the only difference
from the list of previous transition, #707239, is serna which no longer exists):

  avogadro
  calibre
  pykde4
  pyqt5
  pyqwt3d
  pyqwt5
  python-poppler-qt4
  python-qt4
  qgis
  qscintilla2
  veusz

For python-qt4 and pyqt5, I can alternatively do a normal upload based on
the version in experimental.

There is also python-ball package, which depends on an ancient sip-api version,
but it FTBFS for a long time (and is not in testing).

I did not rebuilt all the packages myself, but there was a similar transition
in Ubuntu some time ago, and all packages except ball built fine there.
