The buildd chroot on sompek.debian.org that built the package on

still had (maybe has) perl 5.14 installed, producing a package that is
uninstallable elsewhere.
* the chroot needs to be fixed (and other similar buggy ones as well)
* the rebuild should enforce some additional build-dependency on
perl-base (>> 5.18)
