Please unblock package libcerf

The package was blocked due to a RC bug in libcerf-doc (#768209).
The package could not update as there where conflicting files with manpages-dev
3.44-1 in Wheezy. This conflict was already reported in #764310. 
Both bugs are now closed with libcerf 1.3-2. 

manpages-dev (3.74) shipped with Jessie does no longer include the conflicting
manpages provided by libcerf.
