Please unblock package drbd-utils
8.9.2~rc1-2 fixes an FTBFS when corrupted docbook DTDs are being
downloaded by xsltproc from the internet, see #768881. Since downloading
these files should never happen in the first place, we build-depend on
docbook-xml to have the DTDs installed locally during the build.
Additionally, this version adds a missing build-dependency on udev, also
reported in #768881, that could potentially lead in the udev rules file
not being shipped in certain cases.
