Without the fix the pg_logical/snapshots directory must be manually
created after the clone before starting postgres.
I recommend to include it in first jessie point release.
The patch in isolation looks okay, but please provide a source debdiff
for the proposed package, versioned as 2.0-3+deb8u1 and built and tested
in a jessie environment.
For the record, the bug is apparently fixed in the 3.0.1 upload, but
that's currently stuck in NEW.
