libdvbpsi bumped its SONAME from libdvbpsi9 to libdvbpsi10. vlc is the only
reverse dependency, so please binNMU it.
nmu vlc_2.2.1-2 . ALL . -m "Rebuild against libdvbpsi10"
dw vlc_2.2.1-2 . mips sparc . -m "libdvbpsi-dev (>= 1.3)"
(libdvbpsi is in Needs-Build on mips and sparc at the moment)
