insighttoolkit4 4.8.1"

There isn't a transition tracker since insighttoolkit4 is not in
testing. Verified building in sid/amd64 pbuilder.
The other rdeps of insighttoolkit4 have additional FTBFS bugs.

Scheduled on amd64 and i386 rather than ANY.
