my opinion is: remove libpng-dev from libpng12 and upload. start providing it from libpng16 and upload on unstable. start binNMUs as soon as both are built everywhere. (can we upload on experimental by providing libpng-dev? this means we could have some partial transitions there, not sure if it is something we will like). cheers, G.
