I considered it a better option than waiting for motif/libfl-dev to get fixed, especially since grass was affected by the readline7 transition. There has so far been no progress in #837658 nor #841203 to get motif fixed, especially the libfl-dev bug is quite old. And I don't want to NMU it and become responsible for someone else's package. Removing grass from the problematic architectures where actual users of grass are unlikely since almost everyone is using amd64 is the road of least resistance to not block testing migration of grass.
