Hi, Debian is managed as a whole suite of cooperating programs, you cannot update just one of the components. As you can see¹, the current stable version of Debian is shipped with Rails 2.1.x, while our testing/unstable versions carry 2.2.x (and will probably soon be upgraded to 2.3.x).
