I updated Rails from 7.2.2.1+dfsg-7 to 7.2.2.2+dfsg-1.

My primary motivation was to remove the dependency on ruby-actionpack-action-
caching so it can be removed from Debian.

It turns out this wasn’t really needed, because it wasn’t a Depends, but 
rather a Breaks.  But since I was there, I updated the package to fix two 
CVEs:

At least for right now, I don’t have the bandwidth to truly get Rails into 
shape.  However, if anyone thinks these CVEs are important they can look into 
what it would take to get them fixed in stable.
