the uri library is already part of the standard library, and we have way
too many issues with packages that are both in the stdlib and standalone
packages. Is there a reason you need this as a standalone package?

~$ grep-aptavail -F Provides ruby-uri -s Package
Package: libruby3.3
Package: libruby3.4
~$ ruby -ruri -e puts\ URI
URI
~$ gem list uri

open-uri (default: 0.4.1)
uri (default: 0.13.2)
