Либо дефолтные настройки rtorrent плохи, либо что-то другое. Для сравнения скоростей rtorrent и ktorrent по очереди поставил на закачку http://rutracker.org/forum/viewtopic.php?t=2254842 (выбрал случайно, просто чтобы раздающих много было) Оба, и rtorrent и ktorrent после минутного "разгона" показали 9 мегабит.
