I don't think there will be problems compiling the mars-nwe package on s390. There seems to be a Debian source package on http://people.debian.org/~pm/pool/main/mars-nwe/ that you can try. Note however that most network hardware on s390-linux only supports IP networking, although there are ways to tunnel IPX through PPP.
