Well now, here's something strange. I just installed packages linux-source-2.6.26, kernel-package, and libncurses5-dev, along with all the packages that aptitude brings in with them as prerequisites and corequisites, and now I can get the device offline dynamically! I haven't installed a custom kernel yet. I haven't even configured a custom kernel yet. But after installing those packages my problem goes away!
It would appear that there is a missing package dependency here. chccwdev appears to have a dependency on one of the packages that I just installed. I don't know which one, but it now works!
