A standard install from a CD in the CD drive will probably use the non-zipped Packages file.
But did you recently try installing by FTP from a loop-mounted CD/DVD image (starting the install by e.g. PXE boot or businesscard)? I did not, and haven't got the time to, but I wouldn't be surprised if i386/amd64 show quite similar problems as now reported for s390.
