I dived a bit deeper into this issue and learned:
$ grep -i RcppArmadillo DESCRIPTION
LinkingTo: Rcpp, RcppArmadillo
So at least r-cran-rcpparmadillo could be found if LinkingTo would
be evaluated. Regarding foreign and nnet I've found
$ grep -ilR -e foreign -e nnet * | grep -v ^debian
inst/doc/DESeq2.html
inst/script/icobra_pkg_versions.txt
which is a bit hard to guess for dh-update-R. Any idea how to find
out that r-cran-foreign and r-cran-nnet are needed Build-Depends?
