This bug seems to be caused by trying to compile ignition-transport against an old libignition-msgs-dev, compiled against protobuf 3.0. In the meantime libignition-msgs-dev was compiled against protobuf 3.6 (in version 1.0.0+dfsg1-5+b1 for the transition ;) ) and it's building again.
