Hi Maintainer

Recent versions of petsc4py cause autopkgtests of slepc4py 3.9.0-3 in
testing to fail [1].
e.g.
3.9.0-3 2018-12-30 10:00:48 UTC petsc4py/3.10.0-4 0h 0m 44s fail
3.9.0-3 2019-01-02 06:18:22 UTC petsc4py/3.10.0-5 0h 0m 37s fail

This will prevent petsc4py from migrating to testing.

adding a Breaks relationship to python-petsc4py and python3-petsc4py
against versions (<< 3.10~) of python-slepc4py and python3-petsc4py
respectively.

The migration scripts were able to pick up on the versioned dependencies. 
petsc4py and slepc4py have now following numpy into testing.
