Dear Maintainer,

Setting python3-silx as a build dependency of python3-pymca prevents
building the later on platforms where silx is not available. It would be
more convenient to move python3-silx to recommends.

The problems solved by moving silx to recommends are

- PyMca not limited to the platforms where silx is available. PyMca was
available on all debian platforms until  the build dependency on silx
appeared. Now some platforms are left with older versions of PyMca with
already corrected bugs.
- PyMca not conditioned to the availability of OpenCL that is not used
by PyMca.
