Justification: Policy 2.5
It appears that upstream supports python3 [1]. Please either upgrade
the package or have it removed. This is, indirectly, one of the few
remaining packages blocking python-qt4 removal. We are also removing
Qt4. This is expected to be complete early in the buster release cycle,
so please upgrade soon if you intend to.
If you are no longer interested in the package, feel free to let me know
in the bug and I'll take care of filing the rm if you don't want to.

The issues identified in this bug report now seem to have been fixed.
On the python front sardana has migrated to python 3.
On the qt front python3-qwt has migrated from qt4 to qt5
