Besides the proposal to remove libcblas from atlas,

I also propose to add a readme file in libblas-dev, e.g.
/usr/share/doc/libblas-dev/libcblas.so.README
which describes why libcblas.so is not present in debian,
and what shared object the maintainer should actually
link.
In this way, people looking for libcblas.so can find
this readme file and avoid the atlas:libcblas.so problem:
