I managed to reproduce the bug by running piuparts locally:

$ sudo piuparts --scriptsdir /etc/piuparts/scripts-multi-distro-upgrade
-d jessie -d stretch -d buster -d bullseye --apt libnauty-dev=None
--no-eatmydata --mirror http://ftp.de.debian.org/debian --keyring
keyring-with-jessie-key.gpg

However, I am not sure how to proceed next. In principle I could tinker
with maintscripts, but I am not sure how to instruct piuparts to pick my
.deb instead of what is already present in bullseye.

I will come back to this later.
