It also doesn't fail on the buildds. (The failed binNMU of statsmodels
for Python 3.11 is instead the expected result of trying to build
statsmodels on a Python version without pandas - pandas failed due to
#1023965.)
Is there anything special about the mass-rebuild environment that might
explain why it fails there and not elsewhere? (Possibly the standard
email should link to a description of that environment?) Has it failed
there more than once?
