Bug#1033907: numba crashes on non-x86

numba also crashes on mips64el, mipsel and armhf (and s390x but that was already known; not amd64, i386 or ppc64el). However, I agree that arm64 is a good place to start trying to fix this, given how common it is.
For examples, see the pandas 2.0.3+dfsg-3 / 1.5.3+dfsg-5 build logs. Given the different error messages, there may be more than one bug here.
