pandas needs to skip some tests *anyway* if you want it built now
(because of #1088988), so it probably makes most sense for me to just do
a sourceful upload of pandas that temporarily drops the dependency and
skips/ignores whatever tests would otherwise fail. (This isn't a _fix_,
but it should unblock the transition without actually making pandas
worse.) I should be able to do that tonight.
