Main reason:

In file src/s_hull/s_hull_pro.cpp I fond the following statement:
"/* copyright 2012 Dr David Sinclair
   [email protected]
        program to compute Delaunay triangulation of a set of points.
        this code may not be published or distributed without the concent of 
the copyright holder.
 */
So it is not allowed to publish this file. You should discuss it with the 
author to relicensed it under a Free Software License.

Additional there are some more issues:
in d/copyright: 
- please insert the complete text of a license if it is not published under 
/usr/share/common-licenses on a Debian system.

- Improve the version of license for addons/getopt/*
- Improfe the address of the FSF to avoid the lintian warnings
