Hey.
I just noted that this has been finally packaged for Debian :-)
... but in non-free.
At least the website http://www.iro.umontreal.ca/~simardr/testu01/copyright.html
which seems to be from 2009-08-18 that the license has actually been changed
to GPL3+.
The COPYING file in the tarball which still shows a non-free license is from
an older date.
So maybe they just forgot to update it?!
I'll do another round of querying the original developers,
maybe the could update the tarball.

During the packaging process, I contacted the upstream team and asked
a clarification about the License. So they are aware, and my current
understanding is that the license issue is in the hand of their University.
So I am closing the bug.
