Hi!
While working on the "reproducible builds" effort [1], we have noticed
that 4ti2 could not be built reproducibly.
It embeds a locale- and timezone-dependent timestamp into the
documentation.
The attached patch fixes this by using the C locale and UTC for
generating the timestamp.
