Canonical employees inserting a new package into Ubuntu usually are too busy already to maintain it in Debian as well (i.e. in their free time) Ubuntu people who insert new packages into Ubuntu are usually not interested in Debian much, or fear the administrative hurdles [people claim] they need to take. For the former, the Utnubu project exists. For the latter, cooperation on a micro-level might be a good thing, usually Ubuntu contributors are mostly interested in a particular set of packages like scientific apps in this case.
