Yes, that's the idea.

This is an explicite goal of Debian Science and IMHO we are not really
far away (about squeeze+2 or squeeze+3).

Debian Science can not have a different opinion from general Debian and
ftpmaster:  It's just non-free (and it is a pity in most of the cases).
