The completed packages were uploaded to mentors: http://mentors.debian.net/package/vlfeat The ITP lives here: http://bugs.debian.org/576124 This is a BSD-licensed library. It contained a SIFT implementation (a patented feature detector), which I removed prior to repacking the source tarball.
