unfortunately this took a little bit to long. Hopefully I did not miss 
anything.

Seems to work. Builds for amd64 and i386 and all .so-files are in the 
corresponding multi-arch path.

Yes and no. The watch file is useful only for checking the remote version from 
the svn-repository and compare it with the local version. If there is a newer 
version available libsnl_get-orig-source.sh has to be executed to check out  
the repository and create a orig.tar. I was using the watch file of elmer[1] as 
a starting point. 
As far as I know uscan is not able to check out a svn-repository and create a 
orig-tar-file.
