I think that could be a good policy regardless of our choice of Debian default MPI. We need to upgrade scalapack, so it's a good time to make that kind of packaging change. We already have libscalapack-openmpi1. We'd rename libscalapack-mpi-dev as libscalapack-openmpi-dev and make libscalapack-mpi-dev a dummy package that depends on it (or on the mpi- default version).
